    Fact Sheet

     

    PLEASE REMEMBER TO VOTE ON SEPTEMBER 26th

     

    The Montville Township Board of Education will have a referendum election on September 26, 2017.

     

    There are several project components to this referendum and three separate questions

     

     

    1.  Referendum Question #1 includes the following projects:

    • Roof replacements at Montville Township High School (MTHS), Lazar Middle School and William Mason Elementary School

    • HVAC (Heating, Ventilating and Air Conditioning) Controls – Districtwide

    • Restroom Renovations

    • Media Center Renovations – Lazar Middle School and all elementary schools

    2.  Referendum Question #2 includes the following projects:

     

          Gymnasium Renovations at MTHS and Lazar.  All Purpose Room Renovations at all the Elementary Schools.

     

    3.  Referendum Question #3 includes the following projects:

     

          Air conditioning (in those instructional spaces in all school buildings currently without air conditioning).

     

    It is IMPORTANT TO NOTE THAT QUESTION 1 is a BASE QUESTION that must be passed in order for Questions #2 and #3 to pass.

     

    For example, if question 2 passes by a vote of 100 yes and 10 no votes, but Question #1 is defeated by a vote of 50 yes votes and 100 no votes, Question #2 would still not be approved to move forward.  The same would be true with Question #3.  Question #1 would need to be approved by the voters in order for Question #3 to be approved.

     

    4.  Why is a referendum needed?

     

          In addition to ongoing repairs, district school buildings require periodic improvements to ensure that we are able to provide a safe learning environment for our students.  While the district annually spends approximately $1 million dollars to maintain our facilities, this level of spending has not allowed us to address all of our needs.  The 2% tax levy cap on the district’s annual budget limits our ability to address all of our facility needs within our annual budget.

     

    5.   Why consider a referendum now?

    • Due to the nature of these projects, which generally address health and safety issues, the school district is eligible to receive state aid from the New Jersey Department of Education for up to 40% of the cost of the projects.

    • The net result is that the local taxpayers are responsible for only 60% of the cost of this project.

    • Construction costs remain favorable

    • Interest rates for the bonds to be issued to fund the projects remain favorable

    6.   What are the proposed costs and tax impact of the projects?
