As one of the district goals for the 2016-2017 school year, the Montville Township School District developed the following goal statement:
Through Board of Education discussion, determine the need for the district to conduct a referendum election to obtain funding for facilities projects. If a referendum is necessary, develop an action plan to help ensure its passage by the voters of Montville Township.
Following a series of meetings, the Board's Finance and Facilities Committee had identified the need for a referendum which would take place on Tuesday, September 26, 2017. A preliminary discussion of the proposed referendum took place at the January 17, 2017 meeting of the Board:
